Ukraine’s gambling laws
A fire in a casino in the eastern Ukrainian town of Dnipropetrovsk in 2009 was responsible for a chain of events which eventually led to a ban on all gambling related activities in the country. Nine people were killed and 11 seriously injured in the Metro Jackpot Casino fire, which prompted all casinos, nightclubs and gambling facilities in the city to be shut down while full safety inspections were conducted. As the inspections continued, outrage over the fires continued to soar, until the moral outrage against gambling became so strong new laws were put in place to ban gambling altogether.
In June 2009, the Ukrainian president Viktor Yushchenko approved a new law, the Prohibition of Gambling Business in Ukraine. The prohibition stretched to ban all forms of gambling, including gambling at land based casinos. The only legal form of gambling allowed became the state-run lottery. While the anti-gambling stance was welcomed by many, the changes to gambling laws came as bad news to the thousands of Ukrainians who were employed within the gambling sector.
In 2017, gambling remains illegal in the Ukraine, although several draft laws have been established suggesting changes to legislation to lift the ban and re-regulate the gambling industry. It is expected these draft laws will eventually come into place once the country lifts its focus off more pressing issues.
Is it legal to play online slots in the Ukraine?
Even though it was a fire which led to the outlaw of gambling in the Ukraine, the laws of the Prohibition of Gambling Business in Ukraine also extended to cover online gambling. When the laws were first implemented, there were several loopholes in the legislation which meant Ukrainian online casino vendors could simply move their operations to foreign ground and continue to service the Ukrainian market from abroad. The laws have since been rectified to clarify all forms of online gambling are prohibited in the Ukraine, although online gambling remains hugely popular amongst Ukrainian players.
To date there has been no record of a Ukrainian player being prosecuted for gambling at an offshore casino site, and as the focus on players seems to be relatively non-existent, many leading offshore casinos continue to offer their services to the Ukraine.
In short, it is technically illegal for Ukrainian’s to play real money slot games at an online casino.
