Is it legal to play online slots in Norway?
In Norway, most forms of gambling are prohibited entirely, with the intention of the ban to protect residents from issues related to problem gambling. The only legal gambling services are run by Norsk Tipping and Norsk Rikstoto, which are both wholly state-owned and enforce strict rules about the time of day gambling services are available and the amount of money that can be spent. These gambling companies are legally licensed to offer lotteries, keno, scratch cards, sports betting and horse racing – all other forms of gambling are illegal in Norway.
This means online gambling is also illegal in Norway, with legislation passed in 2008 making it illegal for individuals to play at foreign run gambling sites. Norway looked to the United States Unlawful Internet Enforcement Act for inspiration, introducing the Payment Act of Norway in 2010 which bans banking services and payment processors from conducting business with any offshore gambling companies. Essentially, the aim of this Act is for banks to decline any payments made to online casinos, but it is the financial institutions themselves which would be prosecuted for non-compliance, not a player trying to access the gambling services.
However, like many other countries, the laws have been so loosely enforced there are hundreds of offshore gambling sites which continue to offer their services to Norwegian players, with Norway now known to have one of the highest gambling rates in Europe.
The bottom line is online gambling is illegal in Norway. The grey area is many online casinos accept Norwegian players while operating within full accordance of the laws of the area they are governed in, with no instances of prosecution under Norwegian law to date. If you decide to play real money slots online, it is 100% your responsibility to understand the laws that apply to you and to be aware it is illegal to gamble online in Norway and if you choose to play at an offshore casino, you are doing so at your own risk.
Are offshore casinos safe?
An offshore casino is an online gambling site licensed outside of Norway. When playing at an online casino with official licensing from a trusted offshore gambling jurisdiction, you can rest assured the venue is operating within the laws as set out by its country of licensing, adhering to strict rules and regulations enforced to protect players, support responsible gambling practices and keep the online gambling industry free from criminal activity.
Given Norway’s anti-gambling laws, it is important Norwegian players who choose to gamble online only play real money games at a casino site which has legitimate offshore licensing. If a casino claims to be licensed in Norway, it is operating illegally and should be avoided at all costs.
Reputable offshore gambling jurisdictions include Malta, United Kingdom, Gibraltar, Isle of Man, Alderney and Curacao – you can find information about a casino’s licensing in its terms and conditions or ‘About Us’ section.

Not only are these slot sites legally licensed offshore, they provide all the features an online casino must have before it is deemed trustworthy. Our recommended sites provide hundreds of slot games from the best software developers, which are available for instant-play directly over your Web browser with no downloads required. As well as being licensed by upstanding gambling jurisdictions, these sites are audited by third-party testing agencies like eCOGRA and iTech Labs to ensure fairness and player safety, with all financial transactions protected by a minimum of 128 Bit Digital SSL (Secure Socket Layer) encryption.
How to play real money slots using NOK
Players from Norway are able to play at offshore casinos using local currency, as many of the top-rated casino providers accept payments using NOK. If NOK isn’t available, deposits can be made in EUR, in which case a currency conversion fee may apply. Deposits and withdrawals are available using a range of trusted payment options, including credit cards, debit cards, web wallets, bank transfers and pre-paid cards.
Given Norway has laws in place to prohibit banks from processing payments to online gambling providers, Norwegian players are advised to look to alternative deposit methods, like Neteller, Skrill or Paysafecard, which are all commonly accepted at online slot sites. For further safety when playing slots online, we recommend the use of a VPN (virtual private network).
